To provide access to the intellectual resources of American higher education institutions and to manage their application to the specific needs of business and government

Background Information

Established in 1997, as a Vermont non-profit corporation, the Academic Consortium for Global Education, Inc. (ACGE) is a company that includes academic and administrative units from two-dozen of this nation's leading universities. These universities were selected for membership in ACGE because they demonstrated a commitment to outreach, that is, applying the intellectual capacity of their institutions to real world problems and needs. The institutions are leaders in developing creative partnerships with local, state and federal government, business and industry, non-profit organizations, and professional associations. All of the universities offer educational products using innovative technologies and a variety of distance learning delivery mechanisms.

ACGE offers its member institutions a means of combining their efforts to market and deliver educational resources more efficiently, build resource capacity sufficient to meet large-scale market demands, and to enhance response efficiency. This organized effort provides an immediate response to requests for educational services and it supports collaboratively developed knowledge solutions across institutions. ACGE achieves its operational readiness with comprehensive subject matter databases reflecting institutional capacity and worldwide delivery capabilities. In addition, ACGE has active networks within the higher education community to reach beyond its member institutions for resources at other universities, colleges, individual professionals and their professional associations. ACGE builds resource capacity and sufficient redundancy to meet application challenges.
General Capabilities

The Academic Consortium for Global Education was created, and is managed by a team of senior academic leaders whose combined work experience, on the boundary of higher education and the American workplace, totals more than 200 years. As leaders of the outreach efforts by many of the nation’s foremost research universities, the management team at ACGE includes men and women whose combined professional activities have generated in excess of $400 million in revenue each year for their institutions. Their leadership skill and management acumen is drawn from many academic disciplines including business, psychology, political science, engineering, health sciences, sociology and educational technology. 

ACGE can bring to any contracted project a combination of academic and workforce talent the equal of any team in the country. Specifically, ACGE engages a group of specialists selected for the life of any project (often with client input) from a national talent pool who are then managed directly by the ACGE project team. Using this process, ACGE can hire different sets of specialists as required for a major education and/or training project thereby minimizing overhead costs and maximizing contract productivity.

Edward Twardy, President
Ed conceived and founded ACGE, Inc. Under Ed's presidency, ACGE has provided, under multi-year contracts, technical assistance to elements of the U.S. Department of Homeland Security including an intensive involvement with the Spanish Language Curriculum at the U.S. Border Patrol Academy, and is engaged in ongoing research for the U.S. Navy on the design and delivery of cost-effective technology to acquire proficiency in defense related languages.
Tim Scovill, Executive Director 
Tim has over 20 years experience as a senior program developer and manager in the field of continuing and adult education. More recently he has been managing curriculum and educational projects with the US Border Patrol. He has developed educational products and programs across a variety of disciplines. Several of his projects have been large scale such as the development of the curriculum of the first International Law Enforcement Academy in Budapest, Hungary. This work was conducted while Mr. Scovill was the University of Virginia liaison to the FBI Academy.
